Should I file a tax return in Texas if I had no taxable income? Could I still receive a refund?

TX does not have a state income tax so there is no filing there.  For federal income tax filing it depends on what you mean when you say "No taxable income."  If you mean income that is exempt from taxation such as VA benefits then no you would not get a refund.  However if you mean income that falls below your standard deduction but was still earned income then it is possible to get a refundable credit.   Here is a link to the Earned Income Tax Credit assistant that may help with your decision.
