Should I file SSA-1099 on my taxes if I was the payee for my child?

No.   Do not enter the child's SS on your own tax return.   Someday if your child has other income like from an after school job etc. for the tax year in which he files a tax return he can include his SSA1099.  Otherwise it does not get entered anywhere.
