Should the total amount in box 5 on Form 1099 equal taxable income for Social Security Benefits?

In reviewing total income, it appears that my social security benefit amounts inputted under income doesn't match what turbo tax is saying my social security benefit income is.

The IRS uses a formula to calculate what part of your Social Security is considered taxable income (it can be up to 85% of the SS income is taxable).

 

So line 6a never equals 6b on form 1040.
