Started social security 12/2021, but didn't not receive my first payment (for December 2021) until 01/2022. Do I still declare it in 2021 taxes or wait for 2022 taxes?

If you did not start to receive your Social Security benefits until 2022 then you will not need to enter anything about that on your 2021 return.   Next year in late January they will send you a SSA1099 that you will enter on your 2022 tax return.
