State employee, but state is taxing his retirement from form 1099-R when the Box 14 states Non-Taxable. How is this corrected?

Box 14 on the 1099-R should be a dollar amount for how much tax was withheld for the state for this income. Does it really say "Non-Taxable"?

Also, which state are we talking about?
