State of Georgia kept my refund in 2015, do I still list this as a payment for 2016?
I owed from previous year, therefore the refund was kept. Do I still list that as a "refund" for 2016 tax filing
Yes you would enter the state tax refund. How the refund was used is not relevant in reporting the tax refund.
