I live in the state of Florida.  Do I need to file a state tax return if I receive a retirement payment (not railroad retirement, not a Roth, not a pension)  every month from the state of Virginia?

No, you do not need to file a state tax return with Florida or Virginia. You are not a resident of Virginia and Florida does not have a state income tax.
