Question

The capital gains distributions listed on Sch D, line 13doesn't agree with my 1099DIV line 2a. Shouldn't they agree?

Yes, the amount of Capital Gains listed on Schedule D, Line 13 should agree with your Form 1099-DIV box 2a.  

Is it possible you have more than one Form 1099-DIV with capital gains distributions?  If so, the total capital gains distributions from all of your Form 1099-DIV's will be listed on Line 13 of Schedule D.
