I had the same problem. Took some searching, but I found it on the top tab, Errors -- it should bring you to the form in question, basically asking if you have been convicted of bribery or whatever. So, for most of us anyway, the answer is "no." And I'll give you a gold bar if you back me up on that! (kidding!)
