Question

The IRS deducted payments for back taxes from my social security. Can i recover any of that money from on my 2019 taxes?

No.  You cannot be subsidized to pay your tax.

 

(That's like saying "I paid my tax and now I want part of it back, simply because I paid my tax" - does not work that way.
