The state of GA only uses the taxable amount. So why was my insurance contribution added to the federal taxable amount for my pension?

Did you have an amount entered in Box 5 of the Form 1099-R for insurance premiums?  If so, that amount would not have been included in Box 2a for the taxable amount of the distribution.  The amount from Box 2a is entered on the federal tax return Form 1040 Line 5b as the taxable portion of your pension payment so it would be included in the Georgia taxable amount.
