Texas does not have income tax.

You can leave boxes 14, 15, and 16 blank.

Texas does not have a personal income tax so leave boxes 14 thru 16 blank (empty) on the Form 1099-R.

If the program still gives you error then delete the Form 1099-R and re-enter manually.
