There isn't a box 9 on my 1099-R.

Turbo Tax is insisting that I enter a minimum value. It won't let me move on. Should I enter 0.01 as it wants?

No.  Leave it blank with nothing in it.

Zero is not allowed. The box must be blank.

(Box 9a is only used if the box 1 amount was split between 2 or more payees and tells you what your share is. A "0" (zero) would indicate that the 1099-R is reporting your share of nothing, which would be nonsense.)

Some payers insist on putting zero in the box to indicate that it is not used, when they should leave it blank according to the 1099-R form rules. TurboTax follows the rules and complains if it is zero.

There is a box 9 on form RRB-1099-R "Federal Income Tax Withheld" which shows an amount of $640.  Where do I enter this on the tax return?

Box 9 on a RRB-1099-R is federal tax withheld.  You enter it into box 9 on the RRB-1099-R form in the TurboTax interview.

Be sure that you choose the 1099-R  form TYPE as a RRB-1099-R and not just a 1099-R that does not have a box 9.

Enter a 1099-R here:

Federal Taxes,
Wages & Income
(I'll choose what I work on - if that screen comes up)
Retirement Plans & Social Security,
IRA, 401(k), Pension Plan Withdrawals (1099-R).

OR  Use the "Tools" menu (if online version left side) and then "Search Topics" for "1099-R" which will take you to the same place.

Be sure to choose which spouse the 1099-R is for if this is a joint tax return.

Be sure to pick the correct 1099-R type: Standard 1099-R, CSA-1099-R, CSF-1099-R, RRB-1099-R.

[NOTE: When you get to the "Your 1099-R Entries" screen where you can add another 1099-R, use "continue" to keep going as there are additional interview questions after that screen in most cases. You can always return as shown above.]
