Took $201,118.50 from retirement plan (1099R), $40223.70 was withheld for fed tax withdrawal. Where does this go on the tax form?

You must have received a form 1099-R for this distribution.

When entering form 1099-R in TurboTax, the amount of Federal tax withheld is entered in Box 4 (Federal Income Tax Withheld)- see attached screenshot.

This amount will be transferred to line 64 of form 1040.
