Question

Took IRA distribution of $44000. Returned $14000. but 1099 does not reflect the $14000.

Where can I note the $14000. returned to IRA account?

After you enter the 1099R it will ask what you did with it.  Say you moved or rolled it into another account even if you put it back into the same account.  It will ask you how much.  Just keep going  and answer the follow up questions.
