TurboTax would only report this on Form 8606 if the IRA/SEP/SIMPLE box on TurboTax's 1099-R form was inadvertently marked. Either edit the 1099-R in TurboTax and make sure the IRA/SEP/SIMPLE box is not marked (in agreement with the Form 1099-R provided by the payer) or delete and reenter the 1099-R.
