TurboTax 1099R Requiring Item 16

TurboTax Deluxe is requiring an entry in Item 16, even though my form has a blank. My 1099R shows data in Item 14 and 15 with item 16 blank, just like last year. This year TurboTax will not let me proceed without putting information in item 16. Seems like a TurboTax defect. I don't want to rile up the IRS with an entry that does not match the one sent in by my Payer

    The IRS does not care about anything in boxes 14, 15 and 16 on the Form 1099-R, since that is all state tax data.

    If you want to e-file your tax return, enter the amount from box 1 in box 16.

    So, your advice is to falsify a Govt document instead of TurboTax fixing the issue. The IRS may not care but, I still have to file a state return.  In 2023 my item 16 was also blank, but I was not required by TurboTax to "fake" my 1099.  Can you advise TurboTax of the Issue??

    You are not falsifying a document - you are simply providing the software with information necessary for it to finalize its calculations.  

    Some companies that issue 1099-R do not list a number in Box 16 except where it differs from Box 1 (such as when multiple states are reported).  There is no difference in the outcome of the return and nothing about what is (or isn't) in this box is transmitted with your return.  

    However, for the numbers to properly calculate, an entry needs to be made in Box 16 for customers who live in a state with an income tax.
