Solved

TurboTax will not allow me to fill out form 8949, claiming it will be done for me. However, I had to abandon a worthless security and Vanguard does not issue tax forms.

Vanguard will not report this to the IRS, nor provide any data on abandoned shares. I saved all the documentation, assuming that TurboTax will allow me to fill out form 8949 to declare the loss and get the appropriate deduction.

You cannot access Form 8949 directly,

look for entry of Form 1099-B, even if you don't have one from your broker.

@fanfare , thank you for the response. That's actually what I just ended up doing. I just added another sale to the brokerage account 1099-B that I had already imported from Vanguard. I was able to label it as (no 1099-B provided) and mark a checkbox "worthless shares" - hopefully that did the trick. Will TurboTax generate form 8949 for me?

    Yes.
