It sounds like UAW issued you a check at some point during the year as part of a legal settlement and you were part of the class involved. Typically, companies do not issue 1099's for payments under $600 but it sounds like in this case it was issued even though the payment was less than $20. You should include this 1099 on your tax return as miscellaneous income.
