Is the pension plan from the University of Missouri taxable in the state of Missouri. Is this a public or private plan. My research shows it is a public plan but I am not able to completely understand the tax consequence.

Yes University of Missouri pension is a public pension. A possibly misleading statement was made about private pensions. Please note that Missouri also gives tax relief for private pensions on Form MO-A Part 3 Section B, but the income limits for the private-pension benefits are not as favorable at those for public. Military (public) pensions get the most favorable treatment on Form MO-A Part 3 section D.
