TurboTax will not accept a credit card that is not U.S. based. Were you trying to use online TurboTax? (If so, it is too late to use online for a 2023 return now).
Not sure if you have a computer that supports the CD/download, but you can purchase the desktop software from other retailers online like amazon, etc. Have you tried that?

Please adjust your response. Turbotax is not authorized for sale outside the US, it says so right on the Amazon listing. There may be ways a non-US customer could get a copy (tricking Amazon, asking a friend for help), but it is not authorized.
(I believe this is because Turbotax contains encryption used for transmitting e-filed returns, and it is considered a national security risk to sell software containing advanced encryption algorithms to non-approved countries.)
I would always recommend that an expat maintain at least one US credit card, and a US bank account with a few dollars in it, and maybe even a US post office box that could be looked after by a friend. You never know when you might need it.
