Usually which items/terms could we use for the NYC city-tax return?

What is the basic tax-line for SSA1099 for a couple?

Does medical expense, education cost and transportation fees qualify for NYC-tax returns?

Basic tax line?  Please explain your question further

 

NYC generally follows NY State tax guidelines and uses your income from NYS to calculate your taxes.

For example, we only got $3000 SSA1099-incomes last year. 

Usually is that gov-income taxable?

@MythSaraLee   Sorry you are so confused.   Did you only get SSA-1099 Social Security last year?  If you ONLY get Social Security it is not taxable and you do not have to file any tax returns to Federal or to NY.  Unless you had any Income Tax Withheld in box 6.  Then you can file a federal tax return to get back the withholding.
