Yes. And it is included in 2019 TurboTax.

2019 Instructions for Form 8915-C

You cannot use TurboTax Online to file for 2019. TurboTax Online is only for the current tax year, which is now 2021. To file for 2019 you have to use the CD/Download TurboTax software for 2019. You can purchase a download at the following link.

Past Years' Products - 2019

You might get a better price if you can find a reputable online seller that still has TurboTax for 2019 in stock.

The CD/Download TurboTax software can only be used on a Windows or Mac computer, not on a mobile device or a Chromebook.

Tax returns for past years cannot be e-filed. You will have to print your 2019 tax return, sign it, and file it by mail.

When we filed our taxes in 2020 for tax year 2019, IRS Form 8915-C was not available. When did IRS release Form 8915-C?

I have no way of knowing when the IRS released the form. I don't know if that information is readily available. The creation dates on the PDF files at the links in my earlier post above are 6/26/20 for the form and 7/1/20 for the instructions, but those could be revisions.

You can file an amended return to add Form 8915-C.
