We migrated as permanent residents on 09 Oct 2017 to USA. Our income is of my Indian Army pension and dividends. Do we need to file return even if income is below taxable

No. Legal resident aliens are taxed just as US citizens. Therefore, if you do not meet the income requirements to file, you do not need to complete a US tax return.

For 2017, the income threshold for a married couple is $20,800-$23,300, depending on your ages.
