We did not have any income for 2017 just Social Security.  Our dental and medical bill were around $2,000 out of pocket expense. should I do a return? thank you Nancy

No.  If your only income was from Social Security--with no federal tax withheld--then you do not need to file a tax return.  There would not be any refund available.
