We received 1099-C forms for cancellation of debt. The forms are labeled Tax Year 2013 and the event date is 2013. Are we supposed to include these on our 2016 return?

No.  They are to be reported on your 2013 tax return.  You will need to amend the 2013 tax return that was filed and accepted by the IRS using Form 1040X.

No.  They are to be reported on your 2013 tax return.  You will need to amend the 2013 tax return that was filed and accepted by the IRS using Form 1040X.
