If the distribution was taxable (e.g. from Traditional IRA or 401-K), then you will owe income tax on the taxable amount (usually the entire distribution).

If the distribution is subject to a 10% early penalty, there are some exceptions that allow you to avoid the penalty. The following TurboTax FAQ explains those exceptions.  Be sure to select "See entire answer":
