What figure do I place in Box 16 for state distribution of pension Form 1099-R if I don't have a box 16 on my 1099-R

Usually its's the value of box 2a, (or the Federally-taxable part of box 1 if box 2a is empty and marked "Undetermined").

Most 1099-R forms nationwide, leave box 16 empty.....my NC software automatically back-fills 16 with the value in box 2a for me...but some states interface differently.

NY is really touchy about having that box filled in, it appears ME might actually use box 16 on their paper forms for their own retired state employees...don't know about others.
