Question

What percentage did Medicare deduct from Social Security payments in 2019. I received $2073 per month and my wife received $884 per month after Medicare deductions.

Unfortunately, I cannot answer that directly as the amount deducted for Medicare depends on income in a prior year, 2017 for the 2019 Social Security payments.  This is explained in, for example,

https://money.usnews.com/money/retirement/social-security/articles/how-social-security-and-medicare-work-together

The details appear in

https://www.cms.gov/newsroom/fact-sheets/2019-medicare-parts-b-premiums-and-deductibles

You almost surely received a letter in December 2018 telling what your Social Security income would be and what deductions would be made from it.  You can compare it to the details given in the link above.
