What should I do if I forgot to take a disbursement which would have been on a 1099-R , This would have been a RMD ? How do I put it in my Tax Return for 2020?

The requirement to take an RMD was waived for 2020 so you do not have to do that.  If you did not take anything out of a retirement account in 2020 then you just do not have a 1099R to enter for your 2020 return .   No problem.
