What should I do with a 1099-G from St. Louis, MO for income tax refunds?

The city was forced to pay refunds for income tax taken from non-residents during work from home days during Covid. I have 1099-G forms for each year. I have not itemized taxes in ages. I'm confused as to what to put in the "Total of all your payments and withholding" field.

    If you did not itemize your deductions, you do not have to include the 1099-G for the city income tax refund.  It is not taxable income.
