No - When e-filing, the 1099 forms themselves are not included, however the information from the forms is.  The IRS gets their own copy of the 1099-Rs.

Each year, the custodian of your IRA sends a Form 1099-R to you and the IRS that indicates how much you withdrew from your retirement account and what amount is taxable. Also each year, the custodian sends a Form 5498 to you and the IRS, which provides details about your retirement account balance, RMDs, and so on.

The IRS uses their systems to match up the reported information and determine who has failed to take their full RMD.
