Question

When trying to enter Oregon PERS retirement $, Turbo goes to a Railroad retirement form.

Delete the 1099-R form from TurboTax and re-enter it using the correct inputs. I believe you marked RRB on the first entry screen with 4 tiles:

U.S. Railroad Retirement Board (RRB 1099-R)
For annuities or pensions
That's not very good verbiage as this is for RRB pensions and annuities ONLY.
 
Click the tile that says:
Financial institution or other provider (1099-R)
Retirement plans like 401(k)s, IRAs, pensions, annuities, etc.

At the screen Who gave you a 1099-R?, select Financial institution or other provider (1099-R).
