The IRS has not yet made that form available at all.    It is still in the draft stage at the IRS.   If and when the IRS issues it (and the e-file specification) then TurboTax should have it available within about a month.

Draft Form 8915-F, Qualified Disaster Retirement Plan Distributions and Repayments, released September 13 to replace Form 8915-E for 2021 and later years, the IRS provided. Form 8915-F can be used by taxpayers who claimed a 2020 coronavirus distribution on Form 8915-E, the IRS stated. The instructions, when released, will list qualified disasters.
