When will the IRS instructions for related to disaster distributions be ready and added into the system? Took a 401k for a qualified hardship and it appears im paying tax

I took a distribution from my 401k under a qualified hardship through my 401k plan and was told it was under a qualified hardship and would not be subject to taxation. I purchased a primary residence and my child was unable to go to daycare due to COVID which caused time out of work. My refund has gone down since entering this. I withheld funds and it appears I am paying penalty. need help

You need to file the form 8915-E and its not ready yet in TurboTax.  This form will apply the 10% penalty exclusion and option to spread the retirement income over 3 years.
