Where do I enter a deduction for management fees on non-retirement investments?

Management fees are no longer deductible.

 

Management fees on investment accounts are investment expenses. These investment expenses used to be deductible as a miscellaneous itemized deduction subject to the 2% of AGI threshold. But the deduction has been eliminated by the Tax Cuts and Jobs Act of 2017.
