Where do I put the amount of my State refund from last year that I didn't take and want to apply to my 2019 taxes?

If you used TurboTax last year and selected that option it will be carried forward.

 

To check this go to:

  1. Deductions and Credits
  2. I'll choose what I work on
  3. Scroll down to Estimates and other Taxes
  4. Select Other Income Taxes
  5. Scroll to 2018 Refund Applied to 2019
  6. Select 2018 refund applied to state taxes

Not helpful. I didn't use Turbotax last year.
I found the answer on my own.

if you did not take the refund last year (you applied it to this year's liability?), there is nothing to place on this years' return.   Everything is based on 'cash based' reporting.  Since you did not receive cash, it was already deducted in 2018 and that is the end of the story.
