Why are annuities on line 4a on 2018 Tax Return and not on line 4c on2019 Tax Return?

Annuities are not on 4a unless you incorrectly checked the IRA/SEP/SIMPLE box that determines which line that it is on.

However, if the annuity is in a traditional IRA, indicated by the IRA/SEP/SIMPLE box being marked on the Form 1099-R, or is in a Roth IRA, indicated by code J, T or Q in box 7 of the Form 1099-R, it should appear on line 4a or 4b and not on line 4c or 4d.
