Why do I owe money in state taxes when my state taxes are withheld from paychecks and unemployment benefits?

State taxes withheld from your paychecks and unemployment benefits are only "down payments" for your actual state tax liability which will be calculated at tax time. If state taxes withheld are more than your tax liability, you'll get a refund. Otherwise, you will owe some state tax.
