Why does irs 1040 schedule "a" show a number for state taxes withheld (line 5a) that is different from the number that was input on my 1099R form?

It may include other payments to the state or local income tax agency.

1)  Did you have a balance due for any state or local income taxes when you filed 2022.  That payment to the state, if it was paid during 2023, that would be included.

2) Did you get a state refund for 2022 taxes, BUT allowed the state to keep part or all of it against 2023 taxes....that is included.

3) Did you make a state 4th qtr quarter income tax payments for 2022.....but during January of 2023.  That state payment is a Federal income deduction...since you paid that to the state in 2023.

AND of course:

4) Go back and edit your 1099-R and make sure the correct number is in box 14.
