Why does it show my total income as $70,476 on my final numbers when I add up my ss income plus 1099R it comes up as $78,462?

Only part of your Social Security income is taxable. In some cases, it's also possible that not all of your 1099-R income is taxable. It's not clear exactly where you are looking at "total income." The total income on line 7b of your Form 1040 or 1040-SR includes only the taxable portion of your Social Security and 1099-R income.
