Why does the system keep coming back to my 1099-R and asking me about my taxable amounts when I don't know the taxable amounts?

The 1099-R form does not say to figure this with simple but the system keeps trying to.

The program has to have a taxable amount or it can't complete your taxes. The program is trying to guide you through what most matches your answers. If your 1099-R box 2, taxable amount is blank, a number must be calculated or the entire amount of box 1 should be used.
