Why does thestate of PA tax my pension when it is marked 0.00 tax on my 1099-R

Does it actually say 0 in Box 2a of the 1099-R?

Generally, you will not pay taxes on it.  It is a matter of answering the state interview questions correctly.  If your pension should not be taxed, you will need to go back through the questions and answer "I'm eligible; Plans eligible"
