Would I be able to proceed if I don't indicate my husband's total amount of traditional IRA contributions for 2023? The transamerica portal is currently down.

If any traditional IRA contributions were made, you can't file an accurate tax return without entering the total of those contributions.

To avoid any confusion, be aware that amounts contributed to an employer plan are not amounts that TurboTax is asking for when it asks for traditional IRA contributions.  Amounts reported in box 12 of your husbands W-2 are to be entered only in box 12 of TurboTax's W-2 form, nowhere else in TurboTax.
