Question

How do you report a1099-NEC that is not self employment but is taxable? This is commissions on life ins policies sold in prior years.

This income will remain until polices are no longer in effect but are not considered self employment which is schedule C.

    If you are a life insurance agent then your trails or continuing commissions are considered self-employment income and do go on Schedule C. 

    If you are sure that yours are not subject to this tax, you will just tell TurboTax that they are due to a hobby or sporadic activity and that will move them to "other income" - but be careful with this.  The IRS is expecting to see 1099-NEC income, especially income that regularly persists, on Schedule C.
