Health reimbursement arrangements (HRAs) are permitted benefits under a qualified small employer health insurance reimbursement arrangement and reported in Box 12, code FF.   Information only.

In general, the IRS does not tax employees who receive HRA benefits. However, under an HRA, employers are not allowed to reimburse employees for any non-medical expenses.  The IRS considers reimbursement for non-qualified expenses as deferred compensation, making those funds taxable.

Did you "report" this HRA when you entered your W2 information or somewhere else?
