I don't understand your question.  But if you don't get a 1099 you still need to report all the income on your tax return.  So you need to keep track of it.  You have to fill out Schedule C for self employment income.

Are you asking if the person-people who claim you as a dependent will know that you are working for Uber when they send you a tax document?   You can still file a tax return of your own even if you are claimed as someone else's dependent.  And....if you are working as a delivery driver and make even $400, you are required to file a tax return and pay self-employment tax for Social Security and Medicare.

CAN I FILE A RETURN IF I AM A DEPENDENT?

If you can be claimed as a dependent on your parents’ return, you can still file your own return so that you can receive a refund of taxes withheld.  Your W-2 will show federal tax withheld in box 2, and state tax withheld in box 17.  (You will not get back anything for Social Security or Medicare withheld.) Be sure that on your own return you say that you can be claimed as a dependent on someone else’s return.

If you have self-employment income you might get a 1099NEC; but even if you do not receive a 1099NEC, even $400 of self-employment income requires you to file.

It is still not clear exactly what you were trying to ask about.   But to add some other information for you---your earnings do not get entered on your parents' tax return.    Even if they claim you as a dependent, your income only goes on your own tax return, and has no effect at all on their tax return.
