Problem completing worksheet for line 31600

On my laptop, I am not able to complete the worksheet for line 31600.  It keeps telling me to double click on the line but ten tells me I can not override the line.  There is nothing entered on this line and I am not able to fill it in

    Line 31600 is calculated by the DTC worksheet.
