For tuition amounts, does a student need to file the provincial 5006-S11 E (24) as well as the federal if they want to give the remainder to a parent to claim?

Turbotax automatically provides the federal S11 for tuition, but not the provincial from what I can find. That's frustrating. How do I get the unused tuition amount to my parents so they can claim it?

If you are in Ontario, Ontario eliminated their tuition and education tax credits in 2017. No new tuition amounts can be claimed if they are dated after September 4, 2017.
