    If you are talking about the one-time cost of living tax credit. File as normal, as you do not have to claim this credit on your return. Revenu Québec will give it to you automatically if you qualify. Here is the information on the tax credit: SPECIAL ONE-TIME COST OF LIVING TAX CREDIT
